SATURDAY, MARCH 4, 1865
Fellow-Countrymen:
At this second appearing to take the oath of the Presidential office there is leoccasion for an extended addrethan there was at the first. Then a statement somewhat in detail of a course to be pursued seemed fitting and proper. Now, at the expiration of four years, during which public declarations have been constantly called forth on every point and phase of the great contest which still absorbs the attention and engrosses the energies of the nation, little that is new could be presented. The progreof our arms, upon which all else chiefly depends, is as well known to the public as to myself, and it is, I trust, reasonably satisfactory and encouraging to all. With high hope for the future, no prediction in regard to it is ventured.
On the occasion corresponding to this four years ago all thoughts were anxiously directed to an impending civil war. All dreaded it, all sought to avert it. While the inaugural addrewas being delivered from this place, devoted altogether to saving the Union without war, insurgent agents were in the city seeking to destroy it without war--seeking to dissolve the Union and divide effects by negotiation. Both parties deprecated war, but one of them would make war rather than let the nation survive, and the other would accept war rather than let it perish, and the war came.
One-eighth of the whole population were colored slaves, not distributed generally over the Union, but localized in the southern part of it. These slaves constituted a peculiar and powerful interest. All knew that this interest was somehow the cause of the war. To strengthen, perpetuate, and extend this interest was the object for which the insurgents would rend the Union even by war, while the Government claimed no right to do more than to restrict the territorial enlargement of it. Neither party expected for the war the magnitude or the duration which it has already attained. Neither anticipated that the cause of the conflict might cease with or even before the conflict itself should cease. Each looked for an easier triumph, and a result lefundamental and astounding. Both read the same Bible and pray to the same God, and each invokes His aid against the other. It may seem strange that any men should dare to ask a just God's assistance in wringing their bread from the sweat of other men's faces, but let us judge not, that we be not judged. The prayers of both could not be answered. That of neither has been answered fully. The Almighty has His own purposes. "Woe unto the world because of offenses; for it must needs be that offenses come, but woe to that man by whom the offense cometh." If we shall suppose that American slavery is one of those offenses which, in the providence of God, must needs come, but which, having continued through His appointed time, He now wills to remove, and that He gives to both North and South
this terrible war as the woe due to those by whom the offense came, shall we discern therein any departure from those divine attributes which the believers in a living God always ascribe to Him? Fondly do we hope, fervently do we pray, that this mighty scourge of war may speedily paaway. Yet, if God wills that it continue until all the wealth piled by the bondsman's two hundred and fifty years of unrequited toil shall be sunk, and until every drop of blood drawn with the lash shall be paid by another drawn with the sword, as was said three thousand years ago, so still it must be said "the judgments of the Lord are true and righteous altogether."
With malice toward none, with charity for all, with firmnein the right as God gives us to see the right, let us strive on to finish the work we are in, to bind up the nation's wounds, to care for him who shall have borne the battle and for his widow and his orphan, to do all which may achieve and cherish a just and lasting peace among ourselves and with all nations.

我國(guó)全部人口的八分之一是黑人奴隸,他們并不是遍布于聯(lián)邦各地,而是集中在聯(lián)邦南部。這些奴隸構(gòu)成了一種特殊的、重大的利益。大家都知道,這種利益由于某種原因竟成了這次戰(zhàn)爭(zhēng)的根源。叛亂者的目的是加強(qiáng)、永保和擴(kuò)大這種利益,為此他們下惜用戰(zhàn)爭(zhēng)來(lái)分裂聯(lián)邦,而政府卻只是宣布有權(quán)限制享有這種利益的地區(qū)的擴(kuò)大。雙方都沒有料到戰(zhàn)爭(zhēng)竟會(huì)達(dá)到如此規(guī)模,歷時(shí)如此長(zhǎng)久。雙方也沒有預(yù)期沖突的根源會(huì)隨著沖突本身而消除,甚至?xí)崆跋。各方都期望贏得輕松些,期望結(jié)局不至于那么涉及根本,那么驚人。雙方同讀一本《圣經(jīng)》,向同一個(gè)上帝祈禱,而且都乞求上帝的幫助來(lái)與對(duì)方為敵?磥(lái)十分奇怪,居然有人敢要求公正的上帝幫助他們從別人臉上的汗水中榨取面包,但是我們且勿評(píng)論別人,以免被人評(píng)論。雙方的禱告不可能都應(yīng)驗(yàn)。也沒有一方的禱告全部得到應(yīng)驗(yàn)。全能的上帝有他自己的意旨!斑@世界有禍了,因?yàn)閷⑷私O倒,絆倒人的事是免不了的,但那絆倒人的有禍了!比绻覀?cè)O(shè)想美國(guó)的奴隸制是按照天意必然來(lái)到的罪惡之一,并且在上帝規(guī)定的時(shí)間內(nèi)繼續(xù)存在,而現(xiàn)在上帝要予以鏟除,于是他就把這場(chǎng)
可怕的戰(zhàn)爭(zhēng)作為犯罪者應(yīng)受的災(zāi)難加諸南北雙方,那么,我們能看出其中有任何違背天意之處嗎?相信上帝永存的人總是把無(wú)意歸于上帝的。我們深情地期望,虔誠(chéng)地禱告,這場(chǎng)巨大的戰(zhàn)爭(zhēng)災(zāi)禍能夠很快地過(guò)去,但是如果上帝要它繼續(xù)下去,直至奴隸們250年來(lái)無(wú)償勞動(dòng)所積聚的財(cái)富全部毀滅,或如人們?cè)谌昵罢f(shuō)過(guò)的,直至鞭于下流出的每一滴血都要用劍下流出的每一滴血來(lái)償還,那么今天我們還得說(shuō):“主的審判是完全正確和公正的。”

Fourscore and seven years ago, our fathers brought forth upon this continent a new Nation, conceived in Liberty, and dedicated to the proposition that all men are created equal. Now, we are engaged in a great Civil War, testing whether that Nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battlefield of that war. We have come to dedicate a portion of that field as a final
resting-place for those who gave their lives that Nation might live. It is altogether fitting and proper that we should do this.
But, in a larger sense, we cannot dedicate, we cannot consecrate, we cannot hallow this ground. The brave men, living and dead, who struggled here, have consecrated it far above our power to add or detract. The world will little note nor long remember what we say here, but it can never forget what they did here. It is for us, the living, rather to be dedicated to the great task remaining before us; that from these honored dead, we take increased devotion to that cause for which they gave the last full measure of devotion; that this Nation, under GOD, shall have a new birth of freedom; and that government of the People by the People and for the People shall not perish from the earth."
